The Dubai Land Department has launched the second phase of its Emirati Real Estate Business Incubator Programme to strengthen the participation of UAE nationals in Dubai’s growing property sector. The initiative aims to support Emirati entrepreneurs interested in establishing and managing real estate brokerage firms while contributing to the emirate’s broader vision of building a diversified, knowledge-based economy.
The new phase is expected to accommodate 25 additional participants following the strong response received during the programme’s first phase. Officials stated that the initiative is designed to empower Emirati talent by providing specialised training, mentorship, regulatory guidance, and practical exposure to the real estate industry. The programme is being implemented in collaboration with strategic partners including Dubai Silicon Oasis, New Economy Academy, and Rochester Institute of Technology Dubai.

According to officials, the six-month programme will cover legal, operational, marketing, financial, and regulatory aspects of running a real estate brokerage business. It will also include modules focused on technology adoption, artificial intelligence applications in real estate, and professional ethics to prepare participants for the evolving demands of the sector.
Abdullah Ahmed Al Shehhi stated that the second phase represents another step toward empowering national talent and increasing Emirati participation in shaping the future of Dubai’s real estate market. He noted that the first phase demonstrated strong entrepreneurial potential among Emirati participants when supported through structured guidance and industry exposure.

Participants in the programme will also receive networking opportunities with developers, investors, and real estate stakeholders to help them explore business opportunities and establish professional relationships within the market. Officials said the initiative is intended to create sustainable Emirati-led brokerage companies capable of contributing to Dubai’s expanding real estate ecosystem.
The programme reflects Dubai’s broader efforts to encourage entrepreneurship, develop local talent, and strengthen the competitiveness of the emirate’s real estate sector amid rising investor activity and continued property market growth.
