Delhi Master Plan 2047 Targets 40 Lakh Homes With Rental Housing

Delhi’s Master Plan 2047 estimates demand for nearly 40 lakh homes by 2047, with small-format units, affordable rentals, land pooling and transit-oriented development forming the core of its housing strategy.

MPD 2047 is a plan that lays out the strategy for housing that aims at meeting the requirement of nearly 40 lakh additional dwelling units till 2047 for the city. More importance will be given to small format houses, rental housing, and planned housing in land pooling and transit oriented zones.

The housing policy addresses the issue of limited availability of land in Delhi, coupled with increasing demand for low-cost houses. This involves creating housing units that are 25 to 60 square meters in carpet area, thus increasing the number of houses that can be created on the available piece of land. There is also an effort to involve the private sector in creating affordable housing options through rental housing schemes.

Land Pooling Zone and TOD zone have been earmarked as two key locations that would help in the development of housing in the future. According to the strategy, both these locations have the potential to accommodate around 30 lakh dwelling units if planned development structures are put in place. There are also high-density and low-density zones that could be utilized for this purpose.

In addition, the plan takes into consideration that improvements will be made to existing residential zones instead of concentrating entirely on the creation of new building projects. Regeneration of the following residential zones has been suggested - resettlement colonies, cooperative group housing societies, DDA housing, and employer accommodation.

A further key element is that of regenerating and regularising unauthorised colonies. The strategy is aimed at upgrading roads, spaces, public services and emergency access, as well as making minimum displacement a priority. The plan also has a range of strategies to prevent future unauthorised construction, such as increasing property, electricity and water rates in unauthorised regions.

Besides encouraging the establishment of ARHCs, the MPD 2047 provides for the development of ARHCs either as standalone units or as part of new developments. This is in light of the need to provide housing for migrants, students and other professionals working in the city.

Sustainability is yet another element that will be integrated into the housing framework. The housing framework supports sustainability through encouraging the use of environmental friendly building material, technologies, and building disaster-proof houses.

The Draft Plan has been approved by the Delhi Development Authority, and it is anticipated that their housing schemes will make a major impact on the real estate scenario in the city. Moving towards 2047 for Delhi, there will be stress laid on smaller houses, rental houses and planned housing, as this is one way of increasing housing stock amidst limitations of space.
