
India accomplished its first step toward digitizing real estate transactions through its introduction of Transferable Development Rights (e-TDR) e-platform which operates from Mumbai.
The Brihanmumbai Municipal Corporation teamed up with the Maharashtra government's urban development department to launch this platform which became operational on April 15 to improve development rights trading procedures throughout the city.
Landowners who have their properties taken for public infrastructure projects which include road and park development receive Transferable Development Rights. The developers receive development rights through certificates which they can use for construction or sell to other developers instead of receiving cash payments.
The new digital system allows these rights to be traded seamlessly through an online portal which replaces the earlier manual process that was difficult to understand.

The platform allows registered users to create TDR listings for sale while participating in bidding and conducting online negotiations. After the parties reach an agreement, they complete their transaction through secure online payment systems which transfer development rights to the buyer.
The system generates a digital contract note for each transaction which establishes legal validity and provides detailed documentation of the agreement.
The system security and operational efficiency improvements result from KYC-based registration and secure banking integration and AI-driven monitoring features. The system makes it easier to manage Floor Space Index calculations and reserved land parcel processes, which are essential for urban planning activities.
The e-TDR platform will create better transparency in operations which will decrease processing times while establishing an improved market entry system for developers and customers.

The initiative targets business process improvement through its digitization which will help streamline real estate operations and accelerate Mumbai's urban infrastructure development projects.
