Dubai Launches Property Pre-Registration System for Faster Approvals

Dubai Land Department launches Oqood 2.0, a digital real estate platform that simplifies property registration through guided pre-registration, automated data entry, application tracking and integrated approvals.

DLD introduces the Oqood 2.0 digital platform that is designed to make property registration and related real estate transactions quicker, easier, and more transparent. This development will be instrumental in contributing towards the creation of a digital ecosystem of real estate in Dubai. 

Through Oqood 2.0, important aspects of the property registration process have been consolidated into one digital journey. These aspects include the identification of requirements, documentation, application, review, and approval of the transaction. Through this process, the user is no longer required to go through different processes of the transaction separately.

Another important element of this system is the pre-registration mechanism that has been developed. Prior to submitting their applications, the users will be asked several questions depending on what transaction they are planning to perform. Based on the answers given by the users, the system determines what requirements apply and guides the user.

The system also relies on existing information to minimise repetition of data input. Information obtained from documents such as passports may be entered into the appropriate fields automatically, enabling the applicant to prepare the application form much faster. This method is intended to increase the accuracy and completeness of the submission before the application process begins.

The progress of an application becomes visible once it has been submitted. The process shows if the application is pending approval, needs further data or has been approved. It gives the customer an idea about the status of his transaction and helps him react immediately if anything else is needed.

The application also gives the government officials a consolidated picture of all the applications. It helps them determine the present status of the particular application and the next steps that need to be taken. There is a track record maintained for all the stages of the process, starting from the preparation of the application to its final approval.

As stated by Mostafa Mohammed Refai, Senior Project Manager of the Digital Transformation department of DLD, the program is centred on improving customer experience regarding their dealings with government entities. The platform employs technology to automate mundane tasks and provide directions to users as per the requirements of the process being carried out.

The introduction of Oqood 2.0 supports the continuous process of digitising the real estate sector in Dubai. The system aims to achieve an efficient and transparent property transaction process through the combination of pre-guided registration, automatic information processing, application tracking, and governmental visibility. The DLD will continue to develop the system in partnership with the users and the appropriate government bodies.
