
PMAY-U 2.0 broadens affordable housing access for young adults and working professionals through home-loan interest subsidies and rental housing options, supporting first-time buyers and urban households.
The Pradhan Mantri Awas Yojana – Urban 2.0 (PMAY-U 2.0) is extending affordable housing possibilities to youth and first-time buyers in urban India. The PMAY-U Housing Mission provides affordable housing options like ownership, construction, and rental for eligible beneficiaries who are facing difficulties with affordability in urban areas.
Initiated in the month of September 2024, PMAY-U 2.0 seeks to assist an additional crore of beneficiaries who are eligible in the urban areas within a period of five years. The plan will provide central support through the following components: Beneficiary Led Construction (BLC), Affordable Housing in Partnership (AHP), Affordable Rental Housing (ARH) and Interest Subsidy Scheme (ISS).

Youngsters and working individuals who are looking to purchase their own homes will greatly benefit from the Interest Subsidy Scheme. Individuals whose family incomes are not more than ₹9 lakh per year will get an interest subsidy rate of 4% on home loans. This can be availed up to a maximum of ₹1.8 lakh in the case of loans up to ₹25 lakh with a house value of ₹35 lakh.
It is even more pertinent for first-time purchasers that experience challenges in dealing with the rising cost of property prices and cost of borrowing in the urban areas. Through the reduction in the effective cost of interest, the program will contribute towards improving access to home ownership.
The PMAY-U 2.0 scheme also focuses on providing rental housing that is needed by young professionals, migrants, students, and workers who do not plan to buy houses immediately. There is a scheme called Affordable Rental Housing that ensures availability of affordable housing near their workplaces. The government has also stressed on the provision of rental housing as an aspect of affordable housing reform.

This policy supports state and UT policies because housing and land are state subjects. The Ministry of Housing and Urban Affairs will provide support from the center, but states and UTs are responsible for ensuring housing schemes for their people, which includes young adults and professionals.
The PMAY-U 2.0 scheme is thus an example of a plan that covers affordable housing via the route of ownership and renting. The use of interest subvention and affordable housing construction as well as rental opportunities gives greater flexibility to the growing urban population of India.
