Bengaluru Makes E-Khata Mandatory For All Online Building approval from July 1

In a significant change to the building plan approval process, Bengaluru, the city’s civic body, Bruhat Bengaluru Mahanagara Palike (BBMP), has stated that it will mandate the submission of an e-Khata for any online building plan applications beginning on July 1, 2025. This will allow for improved transparency and efficiency in the Bengaluru’s real estate approval system.

Currently, the BBMP provides online building plan approval services through the Ease of Doing Business, Online Building Plan Approval System (EoDB-OBPS), while the property ownership records and e-Khatas are provided via the E-Aasthi digital property platform managed by the revenue department.

BBMP officials said the two systems, Eodb-OBPS and E-Aasthi, are being integrated to reduce duplications and delays.

From July 2025, builders and property owners who apply for plan approvals will enter their property's e-Khata or EPID (Electronic Property ID) number in the OBPS portal. BBMP said that the system will auto-verify property tax records and remove the requirement for bulk submissions or verification via the revenue department.

Authorities claim that this step is a part of the larger picture to digitizing urban governance and improving service delivery time. After implementation, those seeking to register an ownership document will no longer have to send ownership records to the BBMP Revenue Department for verification (often, a significant amount of time was lost waiting for this verification before documents could be registered).

"Starting from July, it will be mandatory to enter the property’s e-Khata or EPID number into the online software and submit the corresponding e-Khata when applying for online building plan applications," a statement issued by BBMP said.
