Goa Chief Minister Pramod Sawant announced that the state’s ambitious ‘Mhaji Ghar’ housing scheme is expected to benefit nearly 50 percent of Goa’s population, making it one of the largest housing initiatives in the state’s history.
The scheme will be formally launched after all legal procedures are completed, with Union Home Minister Amit Shah scheduled to attend the official launch ceremony. The state government has already issued notifications regarding communidade land (community-owned lands), the 20-point programme, and government land as part of the scheme’s preparatory phase.

Recent amendments to state laws now allow regularization of old houses built on community land and government-owned properties, providing long-standing occupants with ownership rights.
Sawant emphasized that the project is central to the government’s mission of ensuring housing security and legal ownership for long-time residents, families on community land, and rehabilitated beneficiaries. The scheme also aligns with Prime Minister Narendra Modi’s vision of inclusive growth and housing for all, and its announcement coincided with the ‘Seva Pakhwada’ programme marking the PM’s 75th birthday.
"Once all legal matters are properly settled, the application forms (for the scheme) will be made available to the people and the scheme would be launched at the hands of Union minister Amit Shah," the CM said, without disclosing the exact date.
The 'Mhaji Ghar' scheme is expected to benefit nearly 50 per cent of Goa's population, he said. "Even the flats that were provided during the rehabilitation programmes some 30 years ago will now receive ownership under this scheme," he added.
