According to officials, the Ghaziabad administration's stamps and registration department managed 1.31 lakh registers and generated its largest revenue to yet, Rs. 2,856 crore, in 2024–25. They also added that they met 92% of their goal of Rs. 3,104 crore for the previous fiscal year.
The 92% target reached in 2024–2025 included 131,238 property registries, compared to 122,335 registries in 2023–2024 with Rs. 2,549 crore in income. Similarly, the department registered 107,334 documents in 2022–2023 and received Rs. 2,258 crore in income.
The state government uses the 2% additional stamp duty money to fund infrastructure development, which it then distributes to various civic and development organizations to support local development.
With the draft Master Plan 2031 aiming to provide greater expansion in areas of Loni, Modinagar, and Muradnagar in addition to Ghaziabad city, officials informed of the development stated the district is ready for more housing and commercial development in the upcoming years.
Activists claimed that although the Ghaziabad district brings in a lot of money for various government agencies, its infrastructure and services still fall short of those of more developed cities.
Cross-party councilors protested for a week at the district magistrate's office in September 2014, demanding the release of the IDF.
“The revenue achieved in FY 2024-25 is the highest ever so far. In 2025-26, we expect to increase it further. The increase in urbanisation has led people to register more of their properties. Generally, a stamp duty of 5% is levied on registration of properties, along with 2% additional stamp duty, which is provided by the state government to various development agencies to take up local development works in the respective areas,” said Assistant Inspector general (AIG, stamps) Pushpendra Kumar.
“In 2022, I approached the high court in a PIL for expediting the release of stuck-up infrastructure development funds to different Ghaziabad agencies. If the infrastructure development funds (IDF) get stuck up, the local development in respective areas will also get hampered. The petition is pending,” said Former Kavi Nagar councilor Himanshu Mittal.
