Navi Mumbai has become the first municipal corporation in India to introduce Property Identity Cards for citizens, a landmark initiative aimed at improving transparency and convenience in property management.
The project, launched by Municipal Commissioner Kailas Shinde, will benefit over 3.5 lakh property owners by consolidating essential details—such as property number, address, area, and tax status—into a single smart card. Designed to function like a PAN or Aadhaar for property, the card allows owners to check tax arrears, view advance tax amounts, and make payments easily at civic utility centres.

A QR code embedded on the card also facilitates online payments, reducing the need for in-person visits and making interactions with the Property Tax Department more efficient.
At the launch event, Shinde distributed the first batch of cards to five citizens, highlighting that the initiative would significantly streamline property-related transactions, especially in sale and transfer processes. The move reflects Navi Mumbai’s broader digitalization agenda, catering to its tech-savvy population and positioning the city as a frontrunner in adopting smart governance practices.

To ensure accuracy, the Navi Mumbai Municipal Corporation (NMMC) carried out a city-wide survey to verify property ownership records. Self-help groups were engaged in door-to-door data collection and bill distribution, forming the verified database on which the identity cards are based. This initiative sets a new benchmark in urban governance by combining technology with citizen-centric services.
