
India’s richest civic body, the Brihanmumbai Municipal Corporation (BMC), goes to polls on January 15, but for Mumbai’s real estate developers, attention is firmly on January 16, when election results are announced.
Industry experts believe the outcome could unlock a fresh wave of real estate project launches, as many developers have stayed in a cautious wait-and-watch mode ahead of the civic polls.
Mumbai and Pune have seen a noticeable slowdown in housing launches, partly due to stalled environmental clearances in 2025.

According to ANAROCK, housing supply in the Mumbai Metropolitan Region (MMR) declined 6% in 2025 compared to 2024, while PropEquity reported a sharper 16% drop in Q4 CY25.
Across India’s top seven cities, housing sales fell 14 percent in 2025 to 3.95 lakh units, down from 4.59 lakh units in 2024, impacted by rising property prices, IT sector layoffs, geopolitical tensions, and broader economic uncertainty.
The slowdown was aggravated by a 2024 National Green Tribunal (NGT) order that halted environmental approvals due to issues in the constitution of State Environment Impact Assessment Authorities (SEIAA).
This freeze affected project approvals across Mumbai and Pune. The Supreme Court lifted the stay in August 2025, restoring SEIAA and State Expert Appraisal Committee (SEAC) powers and reviving stalled projects.
Sales across the MMR fell 18 percent in 2025, with 1,27,875 units sold. In Q4 CY25, Mumbai sales dropped 25 percent, while Pune and Thane declined 31 percent and 26 percent, respectively.
“The year 2026 is likely to be a year of price stabilisation, particularly in Mumbai’s western suburbs. With a surge in supply expected, competition among developers is likely to intensify, leading to more realistic pricing. A significant wave of project launches is anticipated after the BMC elections in 2026, which should further balance the market. This phase is expected to favour homebuyers, many of whom are currently waiting on the sidelines for better options and value,” said Ritesh Mehta, senior director and head (North and West), Residential Services and Developer Initiatives, JLL India.
