
The government launches DILRMP 3.0 with a ₹565.5 crore outlay for 2026–31, creating an integrated digital land framework with georeferenced records, unique parcel identification and linked registration data.
The government of India initiates the third phase of the Digital India Land Records Modernisation Programme (DILRMP 3.0). This phase is characterised by the implementation of an extended digital platform for land administration in the country. The program has an outlay of ₹565.50 crore from 2026-27 to 2030-31.
In DILRMP 3.0, it has transcended the previous approach of concentrating on computerisation and digitisation of documents. The current phase emphasizes on development of an integrated land information infrastructure through linkage of the text-based documentation to spatial data and registries. It is meant to improve the availability, reliability and updating of the information in addition to improving transparency in transactions.

Land Stack digitalisation is one of the most important aspects of the program. The idea is to create a connection between the land plots and geospatial data, data on land ownership and registration and any other related datasets.
The scheme also improves the utilisation of unique land parcel identification. As per the proposed scheme, a Unique Land Parcel Identification Number (ULPIN) will be assigned to each land parcel, popularly known as “Bhu-Aadhaar”. This process aims at giving a unique digital identity to each piece of land.
Georeferencing and integration of cadastral maps with the textual land record are other aspects highlighted by DILRMP 3.0. The significance of this aspect is that despite considerable progress in computerisation of land records, certain shortcomings exist in the area of surveys, re-surveys and integration of spatial and textual data.
The new stage is characterised by actions aimed at updating the process of registration and revenue administration. The linking of registration data with the land registry will allow reducing the duplication of efforts, increasing consistency of the information, and making the transaction process transparent. The more interconnected the system is, the less chance there is for fraudulent deals based on old and inconsistent data.

This programme encompasses all the states and Union Territories and operates via the Department of Land Resources in the Ministry of Rural Development. It has the following components – Computerisation of Land Records and Registration, Geospatial Technologies platform, Modernisation of Urban Land Records and Capacity Building and Evaluation Studies.
Through DILRMP 3.0, the government will move the land records modernisation programme in India in a direction of developing a comprehensive digital public infrastructure. The programme is likely to help in enhancing transparency and land governance and also efficiency in the processes related to property in general.
